City Ends Land Lease Agreements with Port Alberni Port Authority (PAPA)

PORT ALBERNI – October 28, 2025 – In a move that reflects its ongoing commitment to ensuring fair market value for all municipal assets, the City of Port Alberni has issued formal notice of termination for the land lease agreements with the Port Alberni Port Authority (PAPA). This decision, reached after extensive discussions, comes as part of the City’s broader strategic planning to ensure the highest and best use of its land in a way that is fair and equitable for taxpayers.

The leases, which include Clutesi Haven Marina and Parcel C at Harbour Quay (see below for parcel details) have been in place for many years. The City has valued its strong relationship with PAPA throughout this time. However, despite multiple attempts to reach an agreement on fair market value, the two organizations were unable to come to terms, leading the City to make this decision.

“The City of Port Alberni’s strategic plan places a strong emphasis on maximizing the value and potential of City-owned lands,” said Mike Fox, Chief Administrative Officer. “Fair market value is an integral part of that vision, and while we deeply value the years of partnership with PAPA, this decision ultimately reflects what is best for our community. We are committed to ensuring the continued growth and success of Port Alberni, and this step will help us achieve that”.

The transition will not affect marina operations at Clutesi Haven, nor will it disrupt the services provided by the food trucks currently located on-site. The City is committed to maintaining public access to the marina, boat launch, and parking areas. Further, the City will assume management of the developing vendor village, green spaces, performance stage, and outdoor dining area. These changes will unfold over the coming months.

“We extend our gratitude to PAPA for years of cooperation and wish them continued success in their future endeavors,” Fox added. “We look forward to working directly with the community to make the most of Clutesi Haven Marina ensuring it continues to contribute positively to the vibrancy of Port Alberni.”
