MINUTES OF THE SPECIAL COUNCIL MEETING

HELD THURSDAY, FEBRUARY 16, 2006 AT 10:00 AM

IN THE CITY HALL COUNCIL CHAMBERS

PRESENT:      Mayor McRae, Councillors Chopra, McLeman, Mealey, Patterson, Solda

                         and Whiteman.

Call to Order and Adoption of Agenda. 

Mayor McRae called the meeting to order at 10:00 am noting that the Administration Department presentation has been postponed to Monday, February 20, 2006 at 2:00 pm.

That the agenda be adopted as circulated.

2.           Adoption of Minutes of the Meeting held February 13, 2006

 Patterson/Whiteman

That the minutes of the Special Council Meeting held Monday, February 13, 2006 be adopted as circulated.

Carried

3.           Departmental Budgets - Operating and Capital

              2 members of the public in attendance.

The following Department Heads presented detailed reviews of their Departments:

3.1  Janis Hamilton, Manager, Information Services

3.2  Ann Hopkins, Director of Finance

3.3  Scott Smith, City Planner

Questions from Council and the public were answered.

3.4  Bob Harper, Administrator, Alberni-Clayoquot Regional District, gave an

       overview of the Regional District, its services and initiatives.

The meeting was recessed at 12:00 noon until 1:00 pm.

At 1:00 pm in Council Chambers

              8 members of the public in attendance.

Presentations were received from the following:

3.5  Staff Sgt. Lee Omilusik, Acting OIC of the RCMP, Port Alberni Detachment

3.6  Larry McGifford, Fire Chief

3.7  Irene Towell, SPCA

Questions from Council and the public were answered.

The meeting was recessed at 3:15 pm until 7:00 pm at the Alberni Valley Museum.

At 7:00 pm in the Alberni Valley Museum

              25 members of the public in attendance.

3.8  Jean McIntosh, Director of the Alberni Valley Museum and Neil Malbon,

       Manager of the McLean Mill, gave presentations regarding their respective

       departments.

Questions from Council and the public were answered.

4.           Review of dates for remaining Financial Plan Meetings

              Dates were reviewed by the City Clerk.
