MINUTES OF THE SPECIAL COUNCIL MEETING HELD MONDAY, JANUARY 10, 2005 AT 5:30 PM IN THE CITY HALL COUNCIL CHAMBERS

 

PRESENT:  Mayor McRae, Councillors Chopra, Mealey, Price, Lord, Solda and Patterson.

 

1.                  Call to Order and Adoption of Agenda

 

            Mayor McRae called the meeting to order at 5:30 pm.

2.         Introduction to the Financial Plan Process

 

The City Manager provided an outline of the budget process and the forthcoming meetings.  He indicated that the draft 5 Year Financial Plan Working Papers were available from City Hall and on the City's web site.  Input from the public is encouraged.

 

3.         Departmental Budgets - Operating and Capital

 

3.1       Parks and Recreation Department

 

            The Director of Parks and Recreation presented the Five Year Financial Plan for the Department.  He summarized significant changes in revenues and expenditures and outlined the costs of the various facilities.

 

            The Mayor asked for questions and comments from the public.

 

            Mr. Bachmeier of 3273 9th Avenue stated that he objected to the 10% surcharge being applied to the sale of tickets at Echo Centre.

 

            Mr. Whitworth of 5213 Mar Street expressed concern for the 10% surcharge applied to the sale of tickets at Echo Centre.

 

            The Director of Parks and Recreation explained that this charge was to recover the expense of providing the service.  The Mayor stated that this matter will be discussed at the regular meeting of Council later this evening.

 

3.2       Fire Department

 

            The Fire Chief presented the Five Year Financial Plan for the Department.  He highlighted the major capital expenditures planned and summarized the ongoing operating expenses.

 

            Council asked for clarification regarding wages and the value of the contract for fire suppression service with Hayes for Cameron Shops.

 

            The Mayor asked for questions and comments from the public regarding the Fire Department.  There were none.

 

3.3       Planning Department

 

            The Mayor indicated that a public hearing was scheduled for 6:45 pm this evening.  Therefore, the Planning Department budget presentation will be rescheduled to another planning budget meeting date.

 

4.         Recap of Council Directions

 

The Clerk summarized the direction and questions for staff to follow up and report back to Council as follows:

 

The Fire Chief is to provide a report indicating what percentage of Fire Department wages are overtime wages and what is the value of fire suppression service provided to the Cameron Shop.
