MINUTES OF THE INAUGURAL MEETING OF COUNCIL HELD

MONDAY, DECEMBER 5, 2005 AT 7:00 PM IN THE CITY HALL COUNCIL CHAMBERS

 PRESENT:     Mayor McRae, Councillors Chopra, McLeman, Mealey, Patterson, Solda and Whiteman.

A.          OATHS OF OFFICE

               The Mayor introduced and welcome Justice of the Peace Lowell S. Boran Jr.

The Mayor and each member of Council were sworn in by Justice of the Peace Lowell S. Boran Jr.  Copies of the oaths and certification of the Justice of the Peace are attached hereto and form part of these minutes.

 B.          APPROVAL OF AGENDA (including introduction of late items)

That the agenda be approved as circulated.

I.            REPORTS

 1.           Mayor – Annual Address

              The Mayor delivered his inaugural address, a summary of which is attached hereto and forms part of these minutes.

That the City Council Annual Address, presented by the Mayor, be received.

 2.           City Clerk - Appointments to Committees and Commissions

The City Clerk read the list of appointments Acting Mayors, public bodies, commissions and committees which is attached hereto and forms part of these minutes.

                              Mealey/Patterson               

That the Mayor's appointments to Committees be acknowledged and Council representatives to public bodies, commissions and select committees, be adopted as circulated.

 3.           Regional District Directors 

                             Mealey/Solda

That Council for the City of Port Alberni appoint Mayor Ken McRae (allocated 5 votes) and Councillor Hira Chopra (allocated 4 votes), to the positions of Director of the Alberni Clayoquot Regional District.  Alternates shall be (in order):

                Councillor Solda

                            Councillor Mealey

                            Councillor Patterson

                            Councillor Whiteman      

                            Councillor McLeman    

And further that where one alternate attends a meeting, they are allocated the voting strength of the Director they replace.  Where two alternates attend as Directors, the larger voting share shall be assigned to the Councillor appearing first on the above list.

4.           25 Year Employee Recognition Awards

               The Mayor presented a watch to the following employees who have served 25 years as employees of the City of Port Alberni:

Gordon Hall                    Fire Department

5.           Schedules of Meetings

              Adoption of the Meeting Schedules of Council and its Committees:

a)           Regular Meetings

That the 2006 Annual Regular Meeting Schedule of City Council, attached hereto and forming part of these minutes, be approved as circulated.
