Wesley Guiboche, President, thanked Council for supporting the BladeRunners program, introduced the BladeRunners in attendance and requested that the Mayor draw the winning raffle ticket from their recent fundraiser.

That the letter dated November 15, 2005 requesting Council's direction regarding renewal of Provincial Lease Lot 232, Block "B", a portion of the former Alply Site be received and that Council indicate to the Port Alberni Port Authority that they are interested in a long term renewal of Provincial Lease Lot 232 and the terms and conditions to be discussed with the Port Authority.

That the letter dated November 21, 2005 requesting Council's endorsement of a Memorandum of Agreement for a Sewer Pipeline Crossing, be received and that Council for the City of Port Alberni endorse the Memorandum of Agreement Re: Federal Lease #146 for a municipal sewer pipeline crossing for a two year term commencing January 1, 2006 and a rental rate of $372.00 per annum, and the Mayor and Clerk be authorized to execute the agreement.

That the memorandum dated November 25, 2005 advising that the Executive has developed a proposal for a Local Government Leadership Academy, which will provide ongoing training opportunities for local elected officials, providing a Draft Charter and Terms of reference for the Academy and requesting financial support from local governments, be received.

That the letter dated December 3, 2005 advising of their planned three year project to more firmly identify an action plan for improving community safety, requesting a letter of support that can be included with their proposal, and Council representation on the steering committee that will support and guide the initiative, be received and Council concur with the requests and appoint Councillor Solda as City liaison to the Committee.

Letter dated November 24, 2005 enclosing the Olympic/Paralympic Live Site Award $110,000 cheque which represents the first payment towards the Alberni Valley Multiplex Upgrades Project.

Letter dated November 18, 2005 providing a copy of their letter to the Premier expressing disappointment of the government's approval of the E & N Railway Pest Management Plan.

4.           Federation of Canadian Municipalities

Letter dated November 23, 2005 providing an information and application booklet for the 2006 FCM-CH2M HILL Sustainable Community Awards: Honouring Excellence in Municipal Service Delivery. (Application Booklet in Reading File.)

5.           Agricultural Land Commission

Letter dated November 25, 2005 advising that the Commission cannot accommodate the City of Burnaby's request to prepare and make available a complete and accurate set of statistics on changes in the size of ALR compiled by calendar year for the province and for each panel area, regional district and municipality, but the Commission will work with local governments to develop this information on a case-by-case basis as it is needed to support local planning exercises.

Letter dated November 24, 2005 thanking the City for its membership in Pitch-In British Columbia.

7.           Union of British Columbia Municipalities

Memorandum dated November 28, 2005 announcing that the Minister of Public Safety and Solicitor General, and the Minister of Community Services signed a Memorandum of Understanding with UBCM that provided $2 million for seed funding for community-based Crystal Methamphetamine response programs.  This is part of a $7 million program announced by the Premier at the 2005 Convention.

8.           Village of Nakusp

Copy of a letter dated November 25, 2005 to Thompson-Nicola Regional District supporting their request to the Minister of Justice and Attorney General of Canada that the Federal Government make changes to the "repeat offenders" legislation.

9.           Village of Midway

Copy of a letter dated December 1, 2005 to the Minister of Justice and Attorney General of Canada, requesting that the Government make changes to the "repeat offenders" law.

10.         Union of British Columbia Municipalities (UBCM)

Release dated December 1, 2005 advising that 22 new bills were introduced in the fall sitting of the legislature and providing special mention to Bill 11 which addresses resolutions passed at recent UBCM conventions on the topic of cancer presumption for firefighters.

11.         Union of British Columbia Municipalities (UBCM)

Release dated December 1, 2005 providing highlights of the UBCM Executive Meeting held on November 24 and 25, 2005, which was the first meeting of the new Executive.

12.         Government of Canada - Department of Finance

Letter acknowledging receipt of the City's November 10, 2005 letter (attached) regarding support for the proposed new Canadian Museums Policy, and advising the letter will be brought to the Minister's attention. 

13.         Union of British Columbia Municipalities (UBCM) 

Letter dated November 30, 2005 providing a copy of the British Columbia Transmission Corporation's (BCTC) response to Council's resolution endorsed by the UBCM membership requesting that the BC Utilities Commission and the BCTC consult with coastal communities to ensure that their plan identify tsunamis as a "managed risk program".

15.         University of Victoria

Letter dated December 2, 2005 enclosing a cheque for $266.00 representing general municipal taxes for university property within the municipality.
