That the Minutes from the Regular Council Meeting held November 8, 2004 at 7:00 pm be adopted as circulated.

C.        DELEGATIONS

 

1.         Port Alberni Twinning Society

George Smith, President of the Port Alberni Twinning Society, was not in attendance. 

 

2.         United Native Nations Local 560 – Alberni Valley

Marcus Oppenheimer of the United Native Nations Local 560, - Alberni Valley provided information on the organization and requested a letter of support for its proposal to apply for "gaming funds" from the Solicitor General.

That Council for the City of Port Alberni support the United Native Nations Local 560 pursuit of funding to contribute to its progress for off reserve first nations within our community.

3.         David Carson – Timberline Forest Inventory Consultants

1.         Proposed Closure of Northport Liquor Store

That the correspondence regarding the closure of the Northport Liquor Store, including:

                                                          i.            an email from Dan McCormack, Valdan Holdings Ltd, Arlington Hotel, dated November 9, 2004 opposing Council's motion from the November 8, 2004 Regular Meeting of Council to support the BCGEU efforts to keep the Northport Liquor Store open, and asking Council to reconsider its resolution;

                                                        ii.            an email dated November 10, 2004 from Dan McCormack, reiterating his November 9 email;

                                                      iii.            a copy of a letter dated November 14, 2004 from Dan McCormack, Valdan Holdings Ltd. to the Minister of Public Safety and Attorney General, supporting the government's decision to close the Northport Liquor Store;

                                                      iv.            a copy of a letter dated November 10, 2004 from Linda Krupek, employee of the Arlington Beer and Wine Liquor Mart to Gillian Trumper, MLA, supporting the government's decision to close the Northport Liquor Store;

That the letter dated November 2, 2004 requesting sponsorship in the amount of $75.00 for its fundraiser the "Festival of Trees", which would provide lights and decorations for a tree that would be displayed at the Alberni Mall from December 5 to 19, then donated to a family for Christmas, be received.

That the request of School District #70 for the lease of City owned property adjacent to Wood School for parking, be referred to staff to report on the logistics and provide a draft agreement for this proposal.

That the letter dated November 2, 2004 commenting on some details of the Prime Minister's recent announcement of $140 billion for health care over the next ten years, and asking BC municipalities to provide him with a summary of health care problems within the municipality so he can forward the information to the federal government, be received and filed.

That the letter dated October 21, 2004 providing information on the Creston Valley Wildlife Interpretation Centre and the elevated walkway rebuild project, and requesting financial support for the project by sponsoring a walkway plank for $35, be received and filed.

Letter dated October 14, 2004 thanking the City for permitting the use of Williamson Park on Johnston Road for their annual "Show 'n Shine" on July 4, 2004.

Memorandum dated November 15, 2004 inviting representatives from the City and Alberni Clayoquot Regional District areas to attend a meeting on December 8, 2004 with RCMP officials to discuss integration of police services.

Report from the Alberni-Clayoquot Regional District Community to Community Forum held on November 4, 2004, attended by representatives from the Regional District, City, Tseshaht First Nation and Hupacasath First Nation.

Copy of letter dated November 12, 2004 to the Attorney General and Minister Responsible for Treaty Negotiations regarding negotiations at the Tsawwassen Treaty Table and the province's approach regarding additions to Treaty Settlement Lands.

 

6.         Richard Berg

Copy of letter dated November 17, 2004 to the Minister of Transportation regarding an alternate route via Horne Lake to access the Alberni Valley and West Coast.

 

7.         Ministry of Management Services

Letter dated November 15, 2004 enclosing a cheque for $80,678.71 for payment of 2004 grants-in-lieu of taxes for properties owned by British Columbia Buildings Corporation in Port Alberni (including $4,476.28 due to the Regional District).

Email dated November 19, 2004 providing a copy of it's letter to the Attorney General and Minister Responsible for Treaty Negotiations in support of the Lower Mainland Treaty Advisory Committee First Principles.

 

9.         City of North Vancouver

Providing copy of its letter dated November 19, 2004 to the Attorney General and Minister Responsible for Treaty Negotiations regarding consultation for Tsawwassen Treaty Negotiations.
