That Council for the City of Port Alberni agree to the assignment of lease for a portion of Block B, District Lot 232, Alberni District (old Plywood site) from Richard Pearce dba Pearce Log Recoveries to Tony Winters.

 Letter received May 5, 2006 from Irene Towell of the BC SPCA, Alberni Clayoquot Branch, providing comments on the proposed "Animal Control and Pound Bylaw, No. 4593" that she feels requires further clarification and discussion.

Report from the City Clerk dated May 18, 2006, updating Council on the status of the proposed Bylaw, providing options for Council's consideration and recommending that staff be directed to consult with the City's Solicitor regarding all changes proposed by the SPCA.

 8.           City Planner - Building Strata Conversion Application Cygnet Apartments        at 3883 10th Avenue (CM) - Page 111

 Report dated May 15, 2006 advising that the owners of the Cygnet apartment building at 3883 - 10th Avenue have made an application for a strata conversion, noting Council is the approving authority and the considerations that must be made in that regard and recommending that the Strata Plan be approved subject to receipt of an Irrevocable Letter of Credit for $1,210,000.

 That the report from the City Planner dated May 15, 2006 be received and that Council approve the Strata Plan application for 3883 10th Avenue subject to receiving an Irrevocable Letter of Credit in the amount of $1,210,000 to ensure completion of the required renovations.

 9.           Director of Parks and Recreation - Parks and Recreation Capital Reserve         Bylaw (KW) - Page 120

 Report dated May 15, 2006 requesting that the annual contribution to the Parks and Recreation Capital Reserve be increased from 5% to 10% in order to increase the funds available for future capital improvements and recommending amendments to the "Parks and Recreation Capital Reserve Bylaw", No. 4452.

 That the report from the Director of Parks and Recreation dated May 15, 2006, be received and that the recommendations to:

 Increase the revenue contribution from 5% to 10%;

Revenues from the sale of Parkland as identified  in the Parks and Other Public Spaces Bylaw, No. 3611, be deposited into the reserve;

Revenue from Parkland lease agreements be deposited into the reserve.

 be approved.

 10.         City Planner - Set date of Public Hearing for Sunrise Estates Mobile Home       Park Proposed Expansion (CM) - Page 124

 Report dated May 17, 2006 regarding an application to amend the Official Community Plan and the Zoning Bylaw to facilitate an expansion to the Sunrise Estates Mobile Home Park at 5558 Beaver Creek Road and recommending that the applicable bylaws be forwarded to a Public Hearing on June 15, 2006.

 That the report from the City Planner dated May 17, 2006 be received and  the following Bylaws be advanced to Public Hearing on Thursday, June 15, 2006 at 7:00 pm in the Dogwood Room at Echo Centre:

11.         Director of Parks and Recreation - Multiplex Steel Tender (KW) - Page 126

 Report dated May 15, 2006 recommending that the contract for supply and installation of structural steel for the improvements to the upper lounge at the Multiplex be awarded to Alberni Engineering (the only bidder for the project) for $90,902.92 including PST.

 That the report from the Director of Parks and Recreation dated May 15, 2006, recommending that the contract for supply and installation of structural steel for the improvements to the upper lounge at the Multiplex be awarded to Alberni Engineering at the bid price of $84,956 plus PST of $5,942.92, total of $90,902.92, be received and the recommendation approved.

 12.         City Engineer - Request for Water Connection Outside City Limits (JM)

               - Page 129

 Report dated May 17, 2006 regarding a request from Lyle Price and Alvin Irg for water services from the China Creek supply main for a proposed land subdivision near Cox Lake outside City limits, providing information and copy of agreement on a similar request and Council approval in 1999, and recommending that Council approve the request under the same terms and conditions.

 13.         City Planner - Development Variance Permit No. 59 – 3555 Johnston Road       (CM) - Page 143

 Report dated May 16, 2006 from the City Planner for Council to consider the issuance of a Development Variance Permit (No. 59) for 3555 Johnston Road (to vary the background area of a freestanding from 12 m2 (129 ft2) to 14.86 m2 (160 ft2)).  (Note:  Color photos in the Reading File.)

 That the report from the City Planner dated May 16, 2006 regarding proposed Development Variance Permit No. 59, be received and Council proceed with consideration of the Development Variance Permit.

 a)           Introductory remarks by the Chair - Input received from the public and    applicant and comments by staff and Council will form part of the record of               input into the Development Variance Permit application.

on land legally described as Lot 1, District Lot 14, Alberni District, Plan VIP76152 (3555 Johnston

Road), be authorized by resolution of the City Council on May 23, 2006.

 Economic Development Service

Council approved of the establishment of an in-house Economic Development Service and the hiring of an Economic Development Officer.  The City will consult with the Port Authority, Community Futures, First Nations, Alberni-Clayoquot Regional District and the Chamber of Commerce, for opportunities to partner in economic development projects.

 15.         Director of Parks and Recreation - Proposed Library Tenders  (IP)

               - Page 153

 Report dated May 18, 2006 providing details of the results of the recent tenders for the development of the proposed library and reception areas at Echo Centre, information on construction of a new high school on school property east of Echo Centre on Sweeney Field, and providing options for Council's consideration.

 That the report from the Director of Parks and Recreation dated May 18, 2006 be received and the following recommendations approved:

 That the development of the new library, as currently designed and tendered, be cancelled due to the increased costs and the need to borrow approximately $1 million dollars for the project.

That the City proceed with design plans to renovate the existing Library in preparation for a possible September tender period; and

That Council advise School District 70 officials that a final decision on the Library partnership option will be considered in September.
