Kristi Dobson, local Coordinator for the Canadian Cancer Society, Relay for Life , in attendance to provide information about the event to be held June 23, 2006.

1. May Hubert, Port Alberni Parkinson's Support Group (CS) - Page 12
Letter dated March 14, 2006 advising that April 3, 2006 is "World Parkinson's Day" and requesting that April, 2006 be declared as "Parkinson's Awareness Month".
That the letter be received and the month be proclaimed as requested.
2. WorkSafeBC (HC) - Page 14
Letter dated March 15, 2006 requesting April 28, 2006 be declared as "Annual Day of Mourning" in Port Alberni, and to participate by holding a moment of silence at 11:00 am, lowering flags to half-mast and/or planting a tree in a public place.
That the letter be received, the day be proclaimed and the observance
held as requested.

1. James King - Youth Suicide Prevention Walk (KW) - Page 16
Letter dated March 16, 2006 attaching information about a Youth Suicide Prevention Walk, requesting the Mayor and Council to invite the citizens of Port Alberni to financially support the Walk by making a public proclamation, asking if the Mayor will go live on "The Peak, 93.3 FM" Radio requesting public support and issue a press release to support this cause.

Letter dated March 21, 2006 requesting that a new payphone be installed outside of City Hall, and asking that Council support this request by writing to Telus.
3. Provincial Emergency Program (CS) - Page 21
Letter dated March 13, 2006 advising that this year's Emergency Preparedness Week will be held May 7 to 13, 2006 and inviting municipalities to organize an emergency preparedness event in their community and invite local media to attend so that citizens will learn to be better prepared to deal with emergencies.
4. BC Cancer Foundation (CS) - Page 24
Letter dated March 17, 2006 advising that they are reaching out to communities on Vancouver Island through a "Voices of Discovery Tour 2006" to bring news about cancer research, and requesting support and endorsement of the Tour in Port Alberni in the following ways:
provide a comment of welcome from us to be included on the Voice of Discovery website;
attend the Port Alberni "community presentation", where we will be introduced,
consider a community gift of $1,000 towards the visit, to allow them to provide the forum to our community without an admission cost,
(Note: The event will be in Port Alberni on Thursday, May 18, 2006).
5. Vancouver Island Health Authority (CS) - Page 27
Letter dated March 13, 2006 inviting the Mayor to attend a one and a half day workshop on the social determinants of health, in Victoria on May 8 and 9, 2006. The workshop is designed to bring people from across Vancouver Island from government and the community, to discuss innovative ways of addressing inequities in health by impacting on such health determinates as poverty, social exclusion and early childhood experiences.
6. School District 70 Numeracy Network (KW) - Page 29
Letter dated March 8, 2006 advising that they are planning a Math Fair on Friday, March 31, 2006 at the Alberni Mall from 6:00 pm to 8:00 pm to promote mathematical awareness in the community, and are inviting a representative from City Council to volunteer at the Math Fair to be part of the panel that will be asking questions of students about how they use mathematics in their every day lives.
7. Seniors Advocacy Project (CS) - Page 30
Letter dated March 13, 2006 advising of the Seniors' Advocacy Steering Committee formed to discuss concerns about the state of advocacy services for seniors, and asking municipalities to endorse the concept of regional Seniors' Advocacy Offices by:
passing a motion of support in principle for Seniors' Advocacy Offices in municipalities across the province;
forwarding their expression of support of this resolution to the Union of British Columbia Municipalities (UBCM) Convention in the Fall of 2006;
requesting the UBCM to obtain the provincial government's support for this initiative; and
forwarding their resolution to the Federation of Canadian Municipalities (FCM) to obtain the federation government's support for this BC initiative.
8. Island Corridor Foundation (HC) - Page 33
Announcing that CPR has agreed to donate its rail land to the Island Corridor Foundation, advising they hope to sign an agreement with RailAmerica for the rail lands from Parksville to Port Alberni shortly, which will bring the lands together to be controlled locally for the first time since 1883, inviting Council to appoint a representative to a new advisory body which will shape the future of the corridor's uses (e.g. trails, cultural events, community projects).
That Council for the City of Port Alberni appoint ________________ to the Island Corridor Foundation Advisory Body.

Setting Public Hearing
That the Development Application (Proposed Zoning Bylaw Amendment) for Lots 30 and 31, Block K, District Lot 1, Alberni District, Plan 1558 (4770 Elizabeth Street) - Applicant : C. Lessard be advanced to a Public Hearing on Monday, April 10, 2006 in the Council Chambers at City Hall at 6:00 pm.

Report from the Administrative Assistant dated March 17, 2006 advising the "Council Remuneration and Expenses Bylaw, Bylaw No. 4628" is a consolidation of the previous Bylaw No. 4296 and two previous amendments (No 4528 and No. 4608) and recommending introduction and three readings.
That "Council Remuneration and Expenses Bylaw, Bylaw No. 4628", be now introduced and read a first time.
That "Council Remuneration and Expenses Bylaw, Bylaw No. 4628", be read a second time.

3. "Zoning Amendment No. 47 (East End of Roger Street - City of Port Alberni), Bylaw No. 4626" (CM) - Page 114
A report from the City Planner dated March 22, 2006 advising that final adoption of "Zoning Amendment No. 47 (East End of Roger Street - City of Port Alberni), Bylaw No. 4626" was subject to the receipt of a preliminary layout approval letter for the proposed subdivision. The preliminary layout approval letter was issued on March 21, 2006.
That "Zoning Amendment No. 47 (East End of Roger Street - City of Port Alberni), Bylaw No. 4626" be now finally adopted, signed by the Mayor and Clerk, sealed with the corporate seal and numbered 4626.
