To provide an information update regarding the Harbour View Site and requesting that the City consider some modest short-term improvements to the properties for the upcoming tourist season.

1. Healthy Children, Women and Seniors, Ministry of Health (KW)
Fax dated February 14, 2006 inviting the City of Port Alberni to becoming a partner city in the international WHO (World Health Organization) Age-Friendly Urban Community Project, which would provide an opportunity to showcase to the world our livability, innovation and leadership in planning and/or creating an age-friendly urban community. (The first meeting will be held in Vancouver, April 19-21, 2006).
2. Tonquin Foundation
Letter dated February 15, 2006 requesting the City write a letter of support for their application for federal government funding under the Canadian Heritage program “Cultural Capitals of Canada”.
3. Sukhbir S. Hundal
Letter dated February 21, 2006 expressing concern over the 10th Avenue and Burde Street intersection and would like to know if the City has any plans for a traffic light at this intersection.
4. British Columbia/Yukon Command/ The Royal Canadian Legion
Fax dated February 20, 2006 requesting support in way of an advertisement space in their “War Service Recognition Book” scheduled for release by Remembrance Day 2006.

Fax dated February 10, 2006 regarding legal obligations of water suppliers and those responsible for waste management, as required by law under the Drinking Water Protection Act.
2. Union of British Columbia Municipalities (UBCM)
Letter dated February 6, 2006 attaching copy of the provincial response to the 2005 resolutions "responding to the threat of tsunamis" and "care home funding formula", put forward by the Council for the City of Port Alberni and endorsed by the UBCM membership at their convention.
3. Union of British Columbia Municipalities (UBCM) Local Government Program Services
Fax dated February 14, 2006 providing new information on funding opportunities for programs administered by the UBCM. These programs include Emergency Planning Grants, Community Wildfire Protection Plans, Fuel Management Pilot Projects, Operational Fuel Management, as well as the Seniors in Communities Dialogues program.

Copy of a letter dated February 9, 2006 to the Local Government Advisory Services Branch, Ministry of Community Services, advising that they are borrowing on behalf of the City of Port Alberni and the District of Tofino and adopted the required Security Issuing Bylaw.

Letter dated February 13, 2006 to the Mayor and Council on the recent election victories and attaching a booklet entitled "Outlook for Public Transit in British Columbia, 2005-2010" which summarizes the key issues facing the transit partners. (Note: Pamphlet in Reading File)

Letter dated February 13, 2006 replying to the Mayor's letter dated January 10, 2006 expressing concern regarding the future operation and ownership of Ridley Terminals Inc. near Prince Rupert. (Note: See Mayor's letter dated Jan. 10/06 attached).

Letter dated February 14, 2006 thanking Council for allowing her to make a presentation regarding the province’s Bear Aware Community program and providing additional information not included in her presentation.

E-mail received February 18, 2006 regarding the logging in the Beaufort Range and the increased turbidity levels caused by erosion run-off.

Letter dated February 14, 2006 from Joan Miller, Vancouver Island North Film Commissioner, at the request of Council has provided more information regarding the planned service delivery to the Alberni Clayoquot Regional District. (Note: City’s letter dated February 1, 2006 attached).

Information received from the Columbia Institute regarding the upcoming Columbia Institute Forum for Progressive Governance to be held on March 24th & 25th, 2006 at Harrison Hot Springs.

Letter dated February 8, 2006 from Bruce Ronayne, Director of Investigations providing Special Report No. 27 The Power of an Apology: Removing the Legal Barriers. The report focuses on the importance of an apology when a person has been treated unfairly by a public agency. (Note: Report in Reading File).

Letter dated February 7, 2006 from Annette Antoniak, President and Chief Executive Officer, providing materials developed to profile British Columbia for the 2010 Winter Olympics. (Note: Information in the Reading File).
14. The Corporation of the City of Courtenay
Copy of a letter dated February 12, 2006 to the Prime Minister of Canada advising that the Council of the City of Courtenay has endorsed a resolution regarding RCMP funding arrangements.
15. United Steelworkers Local 1-85
Copy of a letter dated February 16, 2006 to the Minister of Forests requesting clarification of Bill 28 and Bill 29 severance for land withdrawals with respect to workers on TFL44.

G. UNFINISHED BUSINESS
1. Lease Agreement for Government Agent’s Building - 4711 Elizabeth Street (HC)
This resolution was tabled at the January 30, 2006 Regular Meeting of Council.
That Council for the City of Port Alberni lease a portion of the land and improvements comprising of a built area of 4,012 square feet at 4711 Elizabeth Street, for a two year term until September 30, 2007 for $95,967.12 over the term to the British Columbia Building Corporation to accommodate the Government Agent’s Office.
2. Pacific Rim Shopping Centre – Development Permit 05-01 (CM)
The following resolution was adopted at the February 13, 2006 Regular Meeting of Council. The applicant continues to modify the plans and it is recommended that this matter be tabled indefinitely pending confirmation from the applicant.
That the report from the City Planner dated February 8, 2006 regarding the proposed amendment to Development Permit No. 05-01 for the Pacific Rim shopping centre on Johnston Road to accommodate the needs of some of the tenants, be tabled to the February 27, 2006 Regular Meeting of Council.
H. BYLAWS
1. City Planner – Advisory Planning Commission (CM)
(Note : Advisory Planning Commission report and City Planner’s reports attached, all colour photos/maps provided in the Reading File).
That the summary report of the February 16, 2006 meeting of the Advisory Planning Commission including the following three recommendations be received:
1) That the Advisory Planning Commission recommends to City Council that the City proceed with an amendment to the Zoning Bylaw Map to rezone Lot B, District Lot 1, Alberni District, Plan 29484 (4833 Southgate Road) from R1 – Single Family Residential District to CMX1 – Northport Downtown Core District, subject to the applicant submitting an adequate landscaping plan for the site including a cost estimate and providing security for landscaping based on the required plan and cost estimate before final adoption of the bylaw.
2) That the Advisory Planning Commission recommend to City Council that the City proceed with an amendment to the Zoning Bylaw Map to rezone a portion of Lot A, District Lot 92, Alberni District, Plan VIP79356 as R1 – Single Family Residential District and the remaining portion as RM1 – Low Density Multiple Family Residential District subject to the applicant receiving preliminary layout approval for the proposed subdivision from the City of Port Alberni Approving Officer before final adoption.
3) The Advisory Planning Commission recommends to City Council that the City proceed with a text amendment to the Zoning Bylaw to amend the P1 – Institutional District as follows:
Amend Section 6.33.3 Bulk and Site Regulations in the P1 Institutional District by:
Deleting the text “Maximum Building Height 10m (32.8ft)”
Deleting the text “Maximum Number of Principal Building storeys 2”
Adding the text “Maximum Building Height 12.5 m (41ft)”
Adding the text “Maximum Number of Principal Building storeys 3”

That Development Variance Permit No. 57 to vary the "Visibility at Intersections Regulations" as specified in the Port Alberni Zoning Bylaw No. 1998 as follows:
Vary Section 5.6.2 of Zoning Bylaw No. 4395 - Visibility at Intersections Regulations - from the following;
"Notwithstanding any other section of this Bylaw, on a corner lot at any lane intersection, there shall be no obstruction of the line of vision above a height of 1.25 m (4.1 ft), except for a permitted principal building, in the triangular area contained by lines extending to points 6 m (19.7 ft) along each lot line from the corner of the lot and a diagonal line connecting those points. A lane intersection shall be considered to be the intersection of any two lanes or the intersection of a lane and a street".

7. City Clerk - Lease of City Owned Land (Lawn Bowling Club - 4255 Wallace Street) (HC)
That, under the authority of Section 8 of the Community Charter, Council for the City of Port Alberni to lease City owned land, legally described as that part of Lot 1, Plan 5330, District Lot 1, Alberni District (4255 Wallace Street), to the Port Alberni Lawn Bowling Club under the terms and conditions of the agreement as circulated.
8. Fire Chief – Tender No. 034-05 "Powered Rescue Tool and Equipment" (CS)
Report dated February 16, 2006 requesting approval of award of Tender No. 034-05 for Powered Rescue Tool and Equipment to KGC Fire Rescue in the amount of $39,251.85, and explaining that the "low bid" from the Genesis company is not suitable to the needs of the Fire Department and that the next lowest bid was from KGC Fire Rescue.
