              The Mayor to present Certificates of Appreciation to Gordon Mulcaster and Edward and Anna Pacholczyk for their efforts in keeping the City streets clean.

              Society members in attendance to make a presentation to Council regarding the upcoming Theatre BC North Island Zone Drama Festival, requesting Council's endorsement by proclaiming the week of May 20 to 27, 2006 as "Drama Festival Week" in Port Alberni and asking if the Mayor will be available in the evening on Saturday, May 20th to officially open the festival with the performance of "Misery".

               Letter dated April 11, 2006 requesting that June 4 to 10, 2006 be proclaimed as "Seniors' Week in Port Alberni, and requesting a photo with the Mayor and the Seniors' Week Organizing Committee to advertise this event.

That the letter be received, the week of June 4 to 10, 2006 be proclaimed

as "Seniors' Week” in Port Alberni and a photo op be arranged as

requested.

1.           Nuu-chah Nulth Tribal Council  (KW)  -  Page 13

              Letter dated April 12, 2006 advising that the Nuu-chah Nulth Tribal Council and Tseshaht First Nation has been selected to co-host the 30th Annual BC Elders Gathering, July 18 to 20, 2006 at the Alberni Valley Multiplex and are seeking sponsorship and donations which will be used for event coordination, participant meals and snacks, facility/equipment rental fees, workshops, self-care, entertainment, activities and tours (information attached).

              Letter dated April 19, 2006 advising that Dorothy Clarkstone is acting for Karen Richir with respect to the purchase of the Heartspun Wool Shop which is scheduled to complete on May 5, 2006.

That Council for the City of Port Alberni agree to the assignment of lease for Alberni Harbour Quay, Unit #9 (Heartspun Wool Shop), from Heather Young to Karen Richir effective May 5, 2006.

3.           Alberni Valley Minor Softball Association  (KW)  -  Page 16

              Letter received April 13, 2006 advising they are hosting the 2006 Western Canadian Bantam A Boys and B Girls Softball Championships at Echo Minor Field, and are requesting a representative from the City on Friday, August 4 at 12:30 pm at the opening ceremonies to welcome the Athletes to Port Alberni as well as a donation of City pins to give in a gift package.

That the letter received April 13, 2006 be received and the request endorsed.

              News Release dated April 6, 2006 advising that amendments to the Safety Standards Acts will help local authorities target and shut down marijuana grow operations more quickly and efficiently, and providing tips to identify possible grow operations.

              Letter dated March 31, 2006 inviting the Mayor and Council in their discussion over the next few months regarding BC Hydro's Integrated Electricity Plan (IEP) entitled "Challenges and Choices - Planning for a Secure Electricity Future". 

3.           Muscular Dystrophy Canada - Page 21    

              Copy of a letter dated April 5, 2006 to the Fire Chief thanking him and the Firefighters for their generous contributions to the fight against neuromuscular disorders.

4.           BC Transit - Page 22

              Letter dated April 6, 2006 advising they have updated information on the provincial government's BC Transit's review, have selected IBI Group as the consultant firm for the review, have secured short-term futures contract for diesel, insurance premiums will not increase and welcoming new members to their partnership.

              Memo dated April 11, 2006 advising that under agreement with the Ministry of Health, the Union of British Columbia Municipalities will again be administering a program to assist communities in planning and implementation of programs designed to control mosquito programs to take a proactive approach in reducing the risk of West Nile Virus.

              Fax dated April 11, 2006 of their April, 2006 News Brief providing highlights of their April Board meeting, advising ratification of their union contract, their new Port Renfrew Branch hours, the Library Book Rate and advising of their 70th Anniversary on April 23rd.

              Fax dated April 11, 2006 advising of the 2006 Resolution Disposition.

              Letter dated April 5, 2006 thanking the Mayor for his letter regarding Sentencing  and Policing Costs, and enclosing a copy of Section 718 of the Criminal Code which sets out the principles of sentencing that Judges are bound to apply.

That "5 Year Financial Plan 2006-2010, Bylaw No. 4629" be now read a second time.

That a special meeting of council be set for 5:00 pm on Monday, May 1,

2006 to consider adoption of "5 Year Financial Plan 2006 - 2010, Bylaw No. 4629" and introduction and three readings of the Tax Rates Bylaw No. 4630.

2.           "Animal Control and Pound Bylaw, No. 4593"  (CS) - Page 38

Report from the City Clerk dated April 18, 2006 advising of the amended Animal Control and Pound Bylaw for consideration of Council.

That Council amend the "Animal Control and Pound Bylaw, No. 4593" at first reading to reflect the City's solicitor's recommendations as reflected in the attached bylaw.

7.           City Clerk - Transfer of Strategic Forest Alliance Corporation Assets  (JM)

               - Page 142

               Report dated April 18, 2006 regarding an opportunity for the City to receive the

              transfer of the Strategic Forest Alliance Corporation including financial assets of

              $7,000.

 That Council for the City of Port Alberni accept the transfer of the Strategic

Forest Alliance Corporation with assets of approximately $7,000 on the

condition that costs and financial liabilities do not exceed these assets, in

exchange for the sum of one (1) dollar.

8.           Director of Parks and Recreation - Roger Street Development  (KW) - Page 143

               Report dated April 11, 2006 advising that logging has been completed on the City

              land on the Roger Street development and proposing that they use the log

              revenues to undertake the development and landscape improvements, and

              would also like to conduct a meeting with area resident to discuss plans for the

              area which could include a walkway connection from Echo Park to the hydro

              right-of-way and tree planting.

That the report of the Public Hearing held April 10, 2006 be received and filed.

 10.         City Engineer - Public Request to Pave Shoulders of 2700 Block 6th Avenue  (JM) - Page 147

 Report dated April 19, 2006 in response to a petition received from the residents of the 2700 Block of 6th Avenue requesting the paving of the gravel shoulders, and advising that the road is not in the 5 Year Capital Plan.

That the report from the City Engineer dated April 19, 2006 be received and the recommendation to fill any pot holes and grade shoulders with asphalt grindings as part of the 2006 maintenance operations, be approved.

11.         City Clerk - Chamber of Commerce - Tourism Initiative  (KW)  -  Page 150

               Report dated April 19, 2006 attaching the Alberni Valley Chamber of Commerce request for funding to develop the Tourism Advisory Council.  They are requesting City funding in the amount of $11,200 and are asking that the City apply for provincial funding in the amount of $35,600.  (Please note:  letter of request is on page 184).

That Council for the City of Port Alberni agree to provide $11,200 for the Chamber of Commerce Tourism Advisory Council, on the condition that the 2% hotel tax is adopted by the Alberni-Clayoquot Regional District and the City and Chamber prepare the required application for $35,600 in provincial funding.     

12.         City Clerk - Crystal Meth Awareness Program  (KW)  -  Page 186

Report dated April 19, 2006 advising that the City has a Crystal Meth Task Force; the Chair is Mrs. Gillian Trumper, a press release is attached, and $10,000 is available from the province to create resource inventories and provide awareness campaigns.

That Council for the City of Port Alberni apply to the Union of British Columbia Municipalities for $10,000 in funding to support the local Crystal Meth awareness program.

13.         City Clerk - Abashiri Twinning Reaffirmation  (CM)  -  Page 188

Report dated April 19, 2006 advising that the City's twinning with sister City Abashiri, Japan is celebrating its 20th anniversary this year, and requesting Council's endorsement of the accord to be reaffirmed on June 18, 2006.

14.         City Manager - 2006 Rail Track License Agreement with Island Corridor Foundation  (JM)  -  Page 189

 Report dated April 19, 2006 attaching a copy of  the 2006 Rail Track License Agreement proposed to be signed between the City and Island Corridor Foundation (ICF).

That Council for the City of Port Alberni authorize the Mayor and Clerk to execute the 2006 Rail Track License Agreement with Island Corridor Foundation on the City's behalf.
