That Council for the City of Port Alberni endorse the Alberni Valley Minor Hockey Association's application for the UBCM Community Tourism funding in the amount of $5,000 to support the 2006 Inaugural Alberni Valley International Midget Hockey Tournament.

 1.           The Terry Fox Run (KW) - Page 15

 

              Letter dated August 17, 2006 advising that the Terry Fox Run is on September 17, 2006 with registration starting at 9:00 am and the run starting at 10:00 am; requesting the week of September 11 to 17, 2006 to be proclaimed as "Terry Fox" week and to raise the Terry Fox flag in front of City Hall with the Mayor and Lions in attendance for a photo op.

  

That the letter be received and the proclamation be endorsed as requested.

  

2.           Port Alberni Association for Community Living (CS) - Page 16

 

              Letter dated July 19, 2006 requesting the week of October 15 to 21, 2006 to be proclaimed as "Community Living Days" and inviting the Mayor to attend the Community Resources and Job Fair at Echo Centre on October 19, 2006 from 4:00 pm to 7:00 pm.

  

That the letter be received and the proclamation be endorsed as requested.

              E-mail memorandum requesting that the week of October 16 to 22, 2006 be proclaimed as "Waste Reduction Week" and advising that the theme is "Too Good To Waste" to bring attention to ecological sustainability through waste avoidance and resource conservation.

Letter dated August 18, 2006 advising that October is "Zero Crash Month"; encouraging communities to help reduce crashes and road-related harm, advising of a road safety grant that Port Alberni can win in recognition of achieving the greatest reduction in crashes and providing a "Port Alberni Crash Prediction" as well as enclosing information to participate in the program.  (Note:  more information is located in the "Reading File").

Letter dated August 30, 2006 enclosing the 2005-2006 Green Municipal Fund Annual Report.  The Green Municipal Fund (GMF) encourages municipal government to improve their environmental performance.  (Note:  Report is in Council "Reading File").

Letter dated September 5, 2006 concerned about the lack of support for paramedic services in rural and remote communities, and encouraging municipalities to send a letter to the Minister of Health expressing concern about the lack of training and incentive for paramedics to work in rural and remote areas.

E-mail dated September 6, 2006 advising that "National Forest Week" is September 24 to 30, 2006 and an Open House at the Ministry of Forests and Range office in Port Alberni will be on Friday, September 29, 2006 from 7:00 am to noon, to heighten public understanding of forest resource management issues and the importance of the value-added sector.

Report dated September 6, 2006 advising that the architect for this project is requesting that City Council reconsider the decision on the signage for the buildings.

  

That Development Permit No. 05-01 be amended by replacing and/or adding some of the Schedule B development plans with the following revised development plan:

 

That Building Sign Type 1 & 2 be permitted on all buildings and that only Unit F2 be permitted the additional Building Sign Type 3.

2.           City Engineer - 2007/08 Cycling Infrastructure Partnerships Program

Report dated September 6, 2006 advising that this program has been discussed with the Alberni-Clayoquot Regional District to decide the potential to improve existing cycle paths, build new cycle paths and map the network of the main cycle path in our area.    

 

 That the City work with the Alberni-Clayoquot Regional District on the cycling initiative announced by the Province, with project costs and cost sharing arrangements being subject to the proposal being put forward.

Report dated September 7, 2006 from the City Clerk outlining the procedure to implement sewer tolls for 2007, which would eliminate sewer charges from property taxes and implement a method of tolls based on water consumption.

  

That the report dated September 7, 2006 from the City Clerk recommending that Council proceed with the sewer tolls in 2007 by introducing a bylaw which would amend the Sewer Connection and Regulation Bylaw by implementing tolls for the collection of sewer costs.

Report dated September 5, 2006 responding to a request from the Union of British Columbia Municipalities (UBCM) for support and comments for a full time funded Coordinator for the BC Municipal Safety Association, as suggested by WorkSafe BC, in order to move forward on projects aimed at improving the health and safety of workers within the Local Government Classification Unit.

  

That Council for the City of Port Alberni approve the request from the BC Municipal Safety Association to fund the hiring of a full time coordinator through an assessment based on our assessable payroll.

 

 7.           Show Cause Hearing - Property Maintenance - 5472 Westporte Place

(Lot 35, Section 9, Alberni District, Plan VIP 59050 - Daryoush Holdings Ltd.) (HC) - Page 159     

Report dated September 5, 2006 from the Bylaw Enforcement Officer/Business Licence Inspector advising that an investigation of the above noted property has failed to obtain voluntary compliance.  Noxious weeds and grass on this vacant lot exceeds 6" in height.  (Note:  colour pictures are in the Council "Reading File").

 

 That the report dated September 5, 2006 regarding the alleged infractions and a resolution to declare the property a nuisance and requires remedial action, be received.

                            That the Council of the City of Port Alberni pursuant to Division 12 of Part     

                            3 of the Community Charter hereby resolves that:

             

                            1.           the vacant property located at 5472 Westporte Place, Port        

                                          Alberni, BC, legally described as Lot 35, Section 9, Alberni District,   

                                          Plan VIP 59050, PID#018-801-404 is hereby declared a nuisance;    

                                          and

 

                            2.           the owners of the property are hereby ordered to take the following      

                                          remedial action within 30 days of the receipt of notice of the Order.

 

                                          Clear the land of noxious weeds and grass over 6” in height and         

                                          remove the debris.

 

                            And be it further resolved that the City Clerk of the City of Port Alberni be      

                            and is hereby authorized in default of such remedial measures being            

                            undertaken by the owners, to carry out or have such work carried out and       

                            the expense charged to the owners.  If unpaid on December 31 in the year in which the work is done, the expense shall be added to and form part of he taxes to be paid on the real property as taxes in arrears or be collected as a debt.

  

8.           City Clerk - Boundary Extension (HC) - Page 161

 

Report dated September 7, 2006 from the City Clerk responding to a request from Council regarding the extension of the municipal boundary to include the lands within the City's water supply watersheds.

  

That the report dated September 7, 2006 from the City Clerk recommending that the City not pursue a boundary expansion to include our watershed area at this time, be approved.
