            To provide a summary of the 2005 event for City Council.

 

2.         Chamber of Commerce (HC)

 

            Dewayne Parfitt, President, and Mike Carter, Manager, of the Chamber of

            Commerce in attendance to present their "Initiatives Progress Report" which will

            include updates on their new building, Alberni Valley Tourism, Economic

            Development and the Visitor Information Centre.

 

3.         United Native Nations (HC)

 

Wesley Guiboche, Vice President of the United Native Nations, wishing to

present the "BladeRunners" program; requesting if a City Council member can

be appointed to their BladeRunners sub-advisory committee, asking if the

City will provide the WHMIS or First Aid training, the hiring of a Bladerunner(s) and financial aid for the program.

 

4.         Richard Berg (CM)

 

            Richard Berg asking if City Council will designate the property at 5350 Argyle

            Street ("Harbour View Site") as a civic park.  (Staff report provided as item G. 1.)

 

D.      PROCLAMATIONS                                 

 

1.         Minister of Citizenship and Immigration (CS)

 

            Letter dated August, 2005 requesting that the week of October 17 to 23, 2005 be proclaimed as "Canada's Citizenship Week" in Port Alberni, enclosing a copy of the oath of citizenship to be reaffirmed along with a copy of the Citizenship Week poster and an order form for participation material.  (Note:  Materials in "Reading File").

 

                        That the letter be received and the week be proclaimed as requested.

 

 

2.         Sons of Norway (HC)

 

            Letter received September 1, 2005 from Linda Chase of the Sons of Norway, Nordlys Lodge #20, requesting that Tuesday, September 20, 2005 be proclaimed as "Sons of Norway Day" in Port Alberni in honour of their 75th Anniversary; advising that their celebration will be on September 17th and asking if the Mayor will have his picture taken with some of their members for publication in the Alberni Valley Times some time before the event.

 

                        That the letter be received, the day be proclaimed and a photo

                        opportunity be arranged as requested.

 

 

3.         Recycling Council of British Columbia (LP)

 

            E-mail dated August 30, 2005 requesting that the week of October 17 to 23, 2005 be proclaimed as "Waste Reduction Week" in Port Alberni, and advising that the theme is "Too Good to Waste", to draw attention to the richness and diversity of the natural world and the importance of working towards ecological sustainability through waste avoidance and resource conservation.

 

                        That the letter be received and the week be proclaimed as requested.

 

4.         ICBC (LP)

 

            Letter dated August 29, 2005 announcing the Community Crash Reduction Challenge from October 1st to 31st, 2005.  The Community with the greatest reduction in the crash rate will win a $25,000.00 road safety grant.

 

                        That the letter be received and the month be proclaimed as requested.

 

 

E.      CORRESPONDENCE FOR ACTION

 

1.         Alice Schoffer (LP)

 

            Letter dated August 11, 2005 requesting that all traffic/pedestrian lights be automatically equipped with audible crossing alerts, particularly at the crossings at Tebo Avenue/Johnston Road plus at Broughton Street/Johnston Road and enclosing all corresponding e-mails with the City Clerk and the City Engineer in reference to her concern.

 

 2.        Union of British Columbia Municipalities (UBCM) (LP)

 

            Memo dated August 4, 2005 advising of a joint program between the UBCM and the BCAA Traffic Safety Foundation, with funding from the Ministry of Community Services, to encourage "pilot projects" in the development of Traffic Safety Programs, which is designed to support the development of one community "Traffic Safety Commission" and inviting applications in the form of an expression of interest.

 

3.         BC Salmon Farmers Association (HC)

 

            Letter received August 10, 2005 inviting the Mayor to their 2005 Annual General Meeting in Campbell River on October 7, 2005.

 

4.         Jen Fisher Bradley (HC)

 

            E-mail dated August 22, 2005 regarding gas prices and future oil supplies, attaching an editorial from "The Oregonian" called "After the Oil Runs Out" and requesting that a discussion group entitled "Port Alberni For Peak Oil" be started to plan the transition to a society without oil.

 

5.         Falun Dafa Association of Canada (HC)

 

            Letter dated August, 2005 requesting Council's support by writing to the Prime Minister to ask him to call on the Chinese Leader Hu Jintao to end the persecution of Falun Gong in China and Canada, and attaching a sample letter for reference.

 

 

F.      INFORMATIONAL CORRESPONDENCE

 

1.         Canadian Industry Program for Energy Conservation (CIPEC)

 

            Letter received August 12, 2005 enclosing their 2003/2004 Annual Report, which highlights Canadian industries' latest successes in reducing energy consumption and greenhouse gas emissions, and requesting that the accompanying survey on the Annual Report be filled out.  (Note:  Annual Report in "Reading File").

 

2.         BC Hydro

 

            Letter dated August 16, 2005 advising that funding is available for municipal beautification projects, specifically to place existing overhead distribution lines underground to address environmental concerns, improve visual aesthetics or accommodate community redevelopment projects, and enclosing an application form.  (Note:  funding is available for one third of the BC Hydro beautification project cost).

 

3.         Sue Frazer

 

            Letter dated August 16, 2005 enclosing a copy of an article by Rafe Mair regarding the sale of Terasen Gas to Kinder Morgan.

 

4.         Terasen Gas

 

            Letter dated August 24, 2005 attaching information on the upcoming BC Utilities Commission proceedings regarding the purchase of the Terasen group of companies by Kinder Morgan, Inc. and a copy of a Vancouver Sun newspaper article; advising of public Open Houses which were held in August and inviting public input.

 

5.         Indian and Northern Affairs Canada

 

            Letter dated August 10, 2005 enclosing a copy of their DVD entitled "First Nation/Private Sector Partnerships in BC", which was filmed and produced in partnership with BC First Nations and highlights strategic alliances between Aboriginal and non-Aboriginal companies such as a winery in the Okanagan, a clean energy producer on Vancouver Island, a heritage hotel on the Sunshine Coast, a forest products producer near Burns Lake and a natural gas drilling rig near Fort Nelson.  (Note:  DVD in "Reading File").

 

6.         BC Ferries

 

            Letter dated August 9, 2005 advising that senior officials from BC Ferries will be attending the annual convention of the Union of British Columbia Municipalities (UBCM) in Vancouver, and will be available to meet to discuss issues of mutual interest on Thursday, September 29, 2005 from 8:00 am to 4:00 pm.

 

7.         Bear Smart (BC South Coast Region)

 

            Letter dated August 8, 2005 advising that a representative from the Bear Smart Community Program is willing to come to Port Alberni to determine what steps need to be taken to become Bear Smart.

           

8.         Golden Oldies Car Club

 

            Letter dated July 22, 2005 thanking the City for the use of Williamson Park for their annual Show 'n' Shine held July 3, 2005 and extending appreciation to the Mayor for selecting and presenting the "Mayor's Choice" trophy.

 

9.         City of Port Moody

 

            Letter dated August 3, 2005 advising of their resolution urging the Province to redirect the revenue collected from the Insurance Premium Tax, back to the cities and municipalities based on the value of insured property to offset the local expense of providing Fire Protection Service; asking all UBCM member municipalities to lobby their local MLA and the Premier in this regard and that the resolution be put forward on table at the 2005 UBCM (Union of British Columbia Municipalities) Convention in Vancouver in September, 2005.

            Local Government Infrastructure and Finance

 

            Letter dated August 17, 2005 advising that effective September 1, 2005, the interest rate on taxes in arrears or delinquent shall be 7.25%.

            Letter dated August 17, 2005 informing that the Ministry, in consultation with the British Columbia Assessment Authority, has developed a set of advisory material about revitalization tax exemptions.

 

12.       Provincial Health Services Authority

 

            Letter dated August 12, 2005 enclosing their reports:  "Steps Forward in Research" and "Three-Year Progress Review Highlights", which shows the advances the Provincial Health Services Authority (PHSA) is making in its primary role of ensuring that BC residents have access to a coordinated network of high-quality specialty health care services.  (Note:  Reports in "Reading File").

            Minutes from the Regular Meetings of the North Island College Board of Governors held at the Comox Valley Campus on February 23, March 23 and May 25, 2005.  (Note:  Minutes in "Reading File").

 

14.       Western Canada Wilderness Committee/

            Labour Environmental Alliance Society

 

            Letter dated August 17, 2005 enclosing an educational newspaper entitled "Turning the Tide - Protecting Our Health and the Marine Environment from Toxic Pollution" which looks at the threats from common chemicals found in everyday household products, and attaching a copy of a letter dated July 12, 2005 from the Greater Vancouver Regional District to the Minister of Environment advising of its resolution supporting a regulated electronics products stewardship program.  (Note:  Newspaper in "Reading File").

 

15.       Deputy Prime Minister and Minister of Public Safety

            and Emergency Preparedness Canada

 

            Letter dated August 11, 2005 replying to the Mayor's letter concerning the January 6, 2005 decision of the Federal Court of Appeal in the matter of the Public Service Alliance of Canada v. Her Majesty the Queen.

 

16.       Union of British Columbia Municipalities (UBCM)

 

            Memorandum dated August 15, 2005 announcing the launch of a pilot project program regarding Community Health Promotion which focuses on healthy living and chronic disease prevention, funded through a grant from the provincial Ministry of Health, and inviting expressions of interest to apply for one of the pilot projects.

 

17.       Liquor Control and Licensing Branch

 

            Letter dated August 24, 2005 attaching a Policy Directive regarding a new program entitled "Applicant and Licensee Suitability Review" which requires the Liquor Control and Licensing Branch general manager to determine whether an applicant or licensee is "fit and proper" for the purpose of holding a liquor licence.

 

18.       British Columbia and Yukon Chamber of Mines

 

            Letter dated August 22, 2005 enclosing a copy of "Mineral Exploration, Mining and Aboriginal Community Engagement:  A Guidebook (ACE)", released by the Board of Directors and First Nations & Community Relations Committee of the BC & Yukon Chamber of Mines.  (Note:  Guidebook in "Reading File").

 

19.       Michael Poole

           

            Letter dated August 23, 2005 attaching a proposal which provides an idea for breaking the impasse between local government and provincial government regarding use of Crown Lands that impinge negatively on communities.

 

20.       Alberni Valley Spirit of BC Committee

 

            An invitation to attend the Committee's series of information meetings and workshops in Port Alberni regarding how our community can get involved and benefit from the 2010 Winter Olympics.

            City Planner Report provided at the request of Council re:  Argyle/Kingsway Properties following delegation of George McKnight August 8, 2005. 

 

            That the City Planner’s September 6, 2005 report regarding City owned property at 5350 Argyle Street and 3050 Kingsway Street be received.

That the verbal report of the Public Hearing held September 12, 2005 at 6:30 pm be received.

That "Zoning Amendment No. 35 (5568 Grandview Road - Shepherd/Walker), Bylaw No. 4599" be read a third time.

                        That the report of the Advisory Planning Commission Meeting held on

            August 18, 2005 be received and the following three recommendations endorsed:

 

1)         The City proceed with an amendment to the Official Community

Plan Map to designate Block 9, District Lot 139, Alberni District, Plan  1401 (3750 Dundalk Avenue South) as Residential on the Future Land Use Map.

 

2)         The City proceed with an amendment to the Zoning Bylaw Map to

rezone Block 9, District Lot 139, Alberni District, Plan 1401 (3750 Dundalk Avenue South) from FD Future Development District to R4 – Semi-Rural Residential District.

 

            3)         The City proceed with the necessary preparations for Development

                        Variance Permit No. 51, to vary Zoning Bylaw #4395 as follows:

 

                        i)          Vary Section 6.83 of the Zoning Bylaw #4395 Bulk and Site Regulations Side Yard Setback from 5 metres to 1.5 metres.

 

                        ii)         That Council give notice of intent to issue a Development Variance Permit.

6.         City Planner - Development Variance Permit No. 51  (LP)

 

Report from the City Planner dated August 11, 2005 advising that the owner (Lawrence McLean) has made application for a Development Variance Permit application to reduce the sideyard setback requirement of 15 feet in the RM2 (Downtown Mixed Use) to 5 feet on the property at 2919 Kingsway Avenue (Lot 15, Block 102, District Lot 1, Alberni District, Plan 197).  Recommendation of the Advisory Planning Commission was received as item H.3.

 

The City proceed with preparing the necessary Development Variance Permit to Vary Zoning Bylaw #4593 as follows:

 

1)         Vary Section 6.8.3 of Zoning Bylaw #4593 Bulk and Site Regulations Side Yard Setback from 5 metres to 1.5 metres.

 

2)         That Council give notice of intent to consider the issuance of a Development Variance Permit for 2919 Kingsway Avenue.  

 

 

7.         City Planner – Development Signs (LP)

 

Report from the City Planner dated September 2, 2005 regarding a letter from Kay Rolls requesting that the City consider posting signs on properties that are applying for rezoning.    

 

8.         City Planner – Development Permit – 3555 Johnston Road (Pacific Rim Shopping Centre) (LP)

 

            Report from the City Planner dated September 7, 2005 recommending that Development Permit No. 05-01 be approved and that the City Clerk be authorized to sign Development Permit No. 05-01. 

 

That the report from the City Planner dated September 7, 2005 regarding Boni-Maddison Architects application for a Development Permit for the “Pacific Rim Shopping Centre” at 3555 Johnston Road, be received.

 

That the City Clerk be authorized to sign Development Permit No. 05-01, issued to Boni-Maddison establishing conditions for building form, signage, landscaping, and parking for Lot 1, DL 14, Alberni District Plan VIP 76152 as outlined in the City Planner’s September 7, 2005 report, subject to receipt of required Letters of Credit supporting landscaping requirements.

           

9.         Administrative Assistant – Proposed Municipal Boundary Expansion - Lot 7, District Lot 132, Alberni District, Plan 2961 (LP)

 

Report dated September 7, 2005 recommending that Council proceed with the proposed boundary expansion of Lot 7, District Lot 132, Alberni District, Plan 2961 and direct that it now be provided to the Ministry of Community Services.

 

That Council agree to proceed with the boundary extension to include Lot 7, District Lot 132, Alberni District Plan 2961 within the City of Port Alberni.
