1.         Western Vancouver Island Industrial Heritage Society

 

At the request of Council, Hugh Grist will be in attendance to report on the Industrial Heritage Society's use of the Diesel engine.

 

2.         Peter Kallos, BCBC and Cal Meiklejohn, Architect - RCMP Detachment 

(30 minutes) (CS)

 

Mr. Kallos and Mr. Meiklejohn will present Council with the final detail drawings and tender documents for the construction of the new Port Alberni RCMP Detachment.  Council is requested to give consideration to the documents and provide authority to proceed with the tendering process.

 

That Council for the City of Port Alberni receive the final detail drawings, specifications and tender documents for the new Port Alberni RCMP Detachment as presented by Peter Kallos, BCBC and Cal Meiklejohn, Architect and authorize proceeding with the tendering process for the construction of the building as specified.

 

D.      PROCLAMATIONS                                                              

 

1.         WorkSafe (Workers' Compensation Board of BC)  (HC)

 

            Letter dated March 15, 2005 requesting April 28, 2005 be declared as “Annual Day of Mourning” in Port Alberni, and to participate by holding a moment of silence at 11:00 am, lowering flags to half-mast, and/or planting a tree in a public place.

 

            That the letter be received, the day be proclaimed and the observance held as requested.

 

E.      CORRESPONDENCE FOR ACTION

 

1.         Alberni Valley Chamber of Commerce  (HC)

 

Letter dated March 16, 2005 requesting funding support ($25,000) for the new Alberni Valley Visitor Information Centre.

 

2.         Tracy Bellefontaine, Senior Policy Analyst to the Honourable Pat Carney,

            P.C., Senator for British Columbia  (LP)

 

E-mail dated March 15, 2005 attaching a letter from Senator Pat Carney regarding continued funding for the West Coast Vancouver Island Management Board to Federal Fisheries Minister Geoff Regan as well as background information on the Aquatic Management Board, and asking that all BC Coastal Parliamentarians send similar letters to the Fisheries Minister regarding this matter.

 

That Council for the City of Port Alberni provide the letter of support as requested.

 

3.         Pelmorex  (CS)

 

Letter dated March 7, 2005 requesting Council's support in its application to the CRTC (Canadian Radio-television and Telecommunications Commission) for an All Channel Alert, which would alert communities of impending local emergencies no matter what television channel was being viewed.             

 

4.         The Corporation of Delta  (CM)

 

Letter dated March 1, 2005 advising of its resolution to promote healthy habits in  young people's lives by offering free access to Delta's exercise facilities to all grade 5 students as well as discounted rates for young adults, and challenging every other municipality in the Province to match this initiative.    

 

5.         Beaver Creek Volunteer Fire Department  (HC)

 

Letter dated March 11, 2005 advising that they will be hosting the Vancouver Island Auto Extrication Competition from August 26 to 28, 2005 at the Glenwood Centre, and requesting a grant-in-aid in the amount of $500 to cover the cost of renting the Glenwood Centre.

 

6.         District of North Vancouver  (AL)

 

            Copy of a letter dated March 8, 2005 sent to the provincial Minister of Water, Land and Air Protection advising that the Council of the District of North Vancouver passed a resolution requesting a time extension regarding the Riparian Area Regulation and attaching a relevant report emphasizing to municipalities the current inadequate time allotted to prepare for the regulation. 

 

7.         National Defence, Headquarters, 11 (Victoria) Service Batallion  (CS)

 

Letter dated March 7, 2005 thanking the City for its support for 11 Service Battalion field training, "Exercise LONG BEACH 05", scheduled for April 22 to 24, 2005 to practice response to a tsunami type incident, and inviting the Mayor to visit their operations area in Port Alberni on Saturday, April 23, 2005.

 

8.         Community Futures Development Corporation  (HC)

 

Letter dated March 10, 2005 inviting one member of Port Alberni City Council to participate as a non-voting liaison to the Board of Directors of the Alberni Valley Cruise Ship Society.

 

That Council for the City of Port Alberni appoint Councillor Solda as the City's liaison to the Alberni Valley Cruise Ship Society.

 

9.         Dusty Miller  (LP)

 

            Copy of a letter dated March 15, 2005 to the Alberni Valley Times "Mailbag" about improving infrastructure in BC's ports, and challenging City Council, the MLA and the MP to state publicly what they have done and what they plan to do to ensure Port Alberni is included in the provincial government funding plan, "Gateway Initiative".   (Please see attached letter dated January 14, 2005 from the Mayor).

 

10.       Rob Howard, City of Richmond Councillor  (LP)

 

E-mail request from Rob Howard, City of Richmond Councillor, forwarded by Bruce Rozenhart, Council of Resource Community Mayors of BC requesting support for resolutions adopted by the General Purpose Committee of the City of Richmond.

 

That Council for the City of Port Alberni support the City of Richmond's resolutions calling on a rental reduction by the federal government for the Vancouver International Airport and calling on the federal government to pursue an open skies aviation policy and that this support be conveyed to the Federal Standing Committee on Aviation.

Copy of a letter dated March 17, 2005 to the Ministry of Water, Land and Air Protection advising of their resolution agreeing with the request from the Union of British Columbia Municipalities (UBCM) calling for a time extension on the Riparian Area Regulation.

E-mail dated March 17, 2005 advising they are hosting the 2005 Family Court/Youth Justice Conference on Friday, April 22 and Saturday, April 23, 2005 and attaching relevant information.  (Note:  Materials in "Reading File").

            Memorandum dated March 14, 2005 to all municipalities requesting their assistance in completing the enclosed form entitled "Local Economic Development Survey", an analysis on local government participation in Economic Development.

Memorandum dated March 4, 2005 providing a "Building Relations with First Nations:  A Handbook for Local Governments".  (Note:  Handbook in "Reading File").

 

5.         Federation of Canadian Municipalities (FCM)

 

Fax dated March 12, 2005 advising new Intents to Apply for Green Municipal Funding (GMF), which supports partnerships and leveraging of both public and private sector funding to reach higher standards of air, water and soil quality, and climate protection, will be accepted for processing under existing criteria until March 25, 2005.

 

6.         Federation of Canadian Municipalities (FCM)

 

FCM advising of its 2005 Community Energy Planning "Mission to Germany" from August 21 to 27, 2005.

 

7.         Variety - The Children's Charity

 

Letter dated March 17, 2005 thanking the Mayor for his support at the "Show of Hearts" Telethon, a very successful fundraiser for BC's children who have special needs, and also for participating on their "Gold Panel".

 

8.         CUPE BC

 

Letter dated March 18, 2005 enclosing an update on a recent court decision that has implications for communities with RCMP policing, CUPE's analysis of the recent federal budget, a report on highlights of a recent Pacific Business and Law Institute conference called "Working with the Community Charter One Year Out" and advising that their Convention will be held April 13 to 16, 2005 in Victoria.  (See "Reading File" for attachments).

 

9.         Community Arts Council of the Alberni Valley

 

            Letter dated March 17, 2005 thanking the City for their 2005 grant-in-aid in the amount of $4,536 to assist with ongoing programs, especially children's and the upkeep of the public gardens at the Rollin Art Centre. 

 

10.       Minister of Community, Aboriginal and Women's Services

 

            Letter dated March 14, 2005 advising of this year's unconditional grant funding for the City of Port Alberni, which includes $93,016 for Small Community Protection, and $342,192 for Traffic Fine Revenue Sharing programs for a total of $435,209 in local government grants.

 

11.       Noor Ahmed, Councillor, City of Courtenay

 

            Councillor Noor Ahmed submitting a resolution to be submitted to the AVICC Convention requesting that the AVICC support the Mountain Sport Society in their application to Legacies Now for funding of a Nordic International Training Centre at Mount Washington.

1.       Canadian Cancer Society Relay for Life - Grant-in-Aid Request  (HC)

 

          Report from the City Clerk dated March 17, 2005 advising that Kristi Dobson from the Canadian Cancer Society Relay for Life delegation of March 14, 2005 requested a grant-in-aid to cover the cost of lighting for the event at the Bob Dailey Stadium on June 24 to 25, 2005 from 7:00 pm to 7:00 am.  (Note:  Lighting for 6 hours would be $482).

           

2.         Union of British Columbia Municipalities - West Nile Virus  (CS)

 

            Report from the Director of Parks and Recreation dated March 22, 2005 providing information requested by Council at the March 14, 2005 Regular Council meeting, regarding West Nile Virus risk reduction initiative funding.

received.

7.         Director of Finance - Annual Transit Operating Agreement  (LP)

 

Memo from the Director of Finance dated March 14, 2005 attaching the 2005/06 Operating Agreement between the City of Port Alberni, BC Transit and Western Bus Lines as well as a copy of a letter from BC Transit summarizing the financial statistics for the upcoming year.  (Note:  Agreements in "Reading File").

 

That the memo from the Director of Finance dated March 14, 2005 be received and Council for the City of Port Alberni approve the 2005/06 Port Alberni Transit Operating Agreement.

 

8.         Director of Parks and Recreation - Stirling Field

            Requests for Proposals

 

Memo from the Director of Parks and Recreation dated March 24, 2005 outlining the details of the two proposals received for the Stirling Field Requests for Proposals which closed on January 31, 2005 including the recommendations that:

 

·        Council for the City of Port Alberni approve the lease with Marina View Mini Golf as submitted in the amount of $11,000 per year, and

 

·        The revenue collected from the lease be directed into the Parks and Recreation Capital Reserve fund for future facility and Park development.

 

That, under the Authority of Section 8(1) of the Community Charter, the City of Port Alberni enter the lease agreement as distributed with Mr. David Preedy for a portion of Lot A, Plan 1537, District Lot 11, Alberni Land District (Beaver Creek Road) (commonly referred to as the Stirling Field Property), for a term of five years with the option of two five year renewals, at the annual lease rate of $11,000 for the five year term.
