At Mayor McRae's invitation, John McKinstry of the BC Ambulance updating Council on the upcoming changes to the ambulance service levels in Port Alberni.

1.         Multiple Sclerosis Society of Canada (HC)

           

            Letter received March 3, 2005 requesting that the week of March 27 to April 3    be proclaimed as "Multiple Sclerosis Week" in Port Alberni.

                       

                        That the letter be received and the week proclaimed as requested.

 

 

2.         Earth Day Canada (AL)

 

Email dated March 3, 2005 requesting that April 22 be proclaimed as "Earth Day" in Port Alberni.

1.         Big Brothers/Big Sisters Society of Port Alberni (CM)

 

Invitation received February 24, 2005 inviting Council to participate in the "Bowl for Kids Sake" annual fundraising event on April 9, 2005 at the Rainbow Lanes Bowling Alley.

 

 

2.         West Coast Environmental Law (AL)

 

            Letter dated February 25, 2005 inviting Council to attend a public forum on the impacts of deregulation of environmental and forestry laws in BC, at 7:00 pm on March 30 at Echo Centre.

 

 

3.         Coastal Community Network (HC)

 

Letter dated February 21, 2005 requesting membership renewal for 2005 at a cost of $250.00, advising of the Annual Conference of Coastal Communities, and providing a copy of its Mission Statement.  (Note:  The Alberni Clayoquot Regional District is a member, not the City.)

 

 

4.         Derek Appleton, Director Sproat Lake Electoral Area, Alberni Clayoquot         

            Regional District (HC)

 

Letter dated February 17, 2005 thanking Council for the continued support of the Sproat Lake Marine Patrol Program, providing a 2004 Project Review, and requesting private sponsorship to increase staff levels.   

 

 

5.         Dorothy Sullivan (HC)

 

Letter dated February 22, 2005 opposing bilingualism in Canada and requesting that Council adopt a resolution that English shall be the language of common use in the municipality's business.

 

 

6.         S. S. Hundal (CM)

 

Mr. Hundal of 3659 16th Avenue submitting a fax dated March 7, 2005 expressing concerns about debris on his property caused by Parks and Recreation staff using a weed eater when maintaining the park located beside his property, and requesting that staff use a gas edger instead. 

 

 

7.         Bob Ritchie (HC)

 

Email dated March 3, 2005 advising that the City of Nanaimo has a bylaw setting minimum pricing for alcoholic beverages and that a Nanaimo City Councillor has advised that the bylaw has been effective to help control "wild bar scenes", and requesting that Council consider adopting a similar bylaw.  In response to a previous request to set minimum pricing for drinks, Council adopted a resolution to take no such action May 25, 2004.

 

 

8.         David McFadden (LP)

 

Letter dated February 3, 2005 suggesting that the City install advance left turn signals at the Tenth Avenue and Redford Street intersection and traffic signals at the Tenth Avenue and Burde Street intersection.

 

 

9.         Residents of lower end of Michigan Road (AL)

 

Linda Rizzato, Allyn Davies and Bill Brown submitting a letter dated March 8, 2005 expressing concerns about the smoke pollution coming from Compton and Willow Street area in the Regional District and effecting residents in the Michigan Road area (within City limits), and requesting that the City work with the Regional District staff to rectify the situation. 

 

 

10.       Alberni Valley Chamber of Commerce (HC)

 

Letter dated March 2, 2005 advising of the new Alberni Valley Visitor Information Centre Project, a visitor information centre with capacity to house all Valley tourism services, economic development delivery and meeting facilities for the use of local organizations, and requesting that Council provide a letter of support for this project.

 

That Council for the City of Port Alberni support the Alberni Valley Chamber of Commerce in their development of a new welcoming centre for visitors to our community.

 

 

11.       The Uptown Merchants Association

 

Fax dated March 9, 2005 from Keith Smith representing the Uptown Merchants Association, advising that in the past the Economic Development Commission (EDC) partnered with the Association to purchase flowers for the hanging baskets in the Uptown area, and that with the closure of the EDC the Association requires financial assistance to continue with the hanging basket tradition, and requesting that the City contribute $500 towards the purchase of flowers.

Letter dated February 25, 2005 providing a copy of a special discussion paper entitled "Economic Growth Through Regulatory Reform".  The BC Progress Board is a panel of business and academic leaders established by Premier Campbell in 2001 to benchmark BC's economic, environmental and social progress over time and relative to other jurisdictions, and provides the government with advice on ways to improve economic performance and the province's social policy supports.  (Note: Full document in the Reading File.)

Notice dated February 21, 2005 providing information regarding the 2005 Resolution Process for the Annual UBCM Convention in September.

Memo dated March 1, 2005 providing information regarding West Nile Virus risk reduction initiative funding, a $5 million program to assist communities in the planning and implementation of programs designed to control mosquito populations.

Memo dated February 25, 2005 advising that UBCM is organizing a workshop of Seniors' Housing and Support Services at the upcoming AVICC Area Association meeting and providing a survey regarding this issue.

Letter received March 7, 2005 thanking the City and Port Alberni 2004 Winter Games Society for acknowledging the Alberni Golf Club with a grant from the Games Legacy Fund.

Letter dated February 9, 2005 providing an educational DVD entitled "Master's Orders and Pilot's Advice", regarding the duties of Pilots and the effects on communities.  (Note:  DVD available in the Reading File.)

Letter dated March 4, 2005 advising of the 2005 Open Call for Power website, where information is available regarding the current power acquisition call to the private sector.

Letter from Bob McKenzie, publisher of the Times Colonist, dated February 24, 2005 providing information on CanWest CanSpell, Canada's first-ever national spelling bee competition.  (Note:  Students from Port Alberni are participating in the competition.)

·        a copy of "BC Transit Service Plan 2005-2008" - regarding programs and services for the next three years;

Letter dated February 14, 2005, responding to the City's letter (written in 2001) requesting to host the Royal Canadian Mounted Police (RCMP) Musical Ride in 2005 and advising that the Musical Ride will not be in Port Alberni in 2005 but will be considered for 2006.

Report from the City Clerk dated March 8, 2005 providing information requested by Council at the February 14, 2005 Regular Council meeting following the Port Alberni District Labour Council delegation regarding child labour.  The report provides an excerpt from the Employment Standards Act and a fact sheet from the Ministry of Skills, Development and Labour regarding employment of young people under the age of 15.

Vary Section 6.1.3 of Zoning Bylaw No. 4395 - Bulk and Site Regulations - Minimum Setbacks - Vary the Front Yard Setback from 7.5 meters (24.6 ft) to 3.7 meters (12.1 ft) a variance of 3.8 meters (12.5 ft).

8.         Parks Operations Supervisor - Communities in Bloom (CM)

 

Report dated March 9, 2005 advising that various members of community groups are interested in participating in the "Communities in Bloom" program, that the registration fee of $400 is being funded from the Parks and Recreation Department budget, and requesting Council's endorsement of their application.

(Note:  An Evaluation Grid (which details categories and judging criteria of the program) is in the Reading File.)

 

That Council for the City of Port Alberni endorse the application to "Communities in Bloom" with funding provided by the Parks and Recreation Department.

 

 

9.         Acting City Engineer - Bus Service to Pacific Rim Centre / Bus Bicycle            Racks (LP)

 

Report dated March 10, 2005 regarding requests from Pacific Rim Centre employees, customers and Western Bus Lines to improve transit service to the new mall and a request for bicycle racks on all Transit buses, advising that improved bus service to the mall area, including earlier start times and increased number of trips, would cost the City an estimated $2,000 per year, and installation of 2 bicycle racks at a one time cost of $3,000, and recommending these changes with funds coming from the City Transit budget.

 

 

10        City Manager - Tax Rates Forum held February 21, 2005 (HC)
