            Letter dated June 28, 2005 proposing that the 20th Anniversary Delegation visits      

            Port Alberni from May 27, 2006 to May 30, 2006.

 

2.         Association of Vancouver Island and Coastal Communities (AVICC)  (HC)

 

Fax dated July 5, 2005 advising that the City of Nanaimo has requested that their hosting of the 2007 AVICC Convention be delayed to 2008 and inviting expressions of interest from members who would be interested in hosting the 2007 Annual General Meeting.  (Note: The City of Port Alberni hosted the 2003 convention).

 

 

3.         Alberni District Fall Fair Association  (HC)

 

Letter dated July 5, 2005 requesting permission to utilize City-owned property adjacent to the Chop Stick House Restaurant on the corner of Beaver Creek and River Road during the Salmon Festival weekend to display the 2005 Fall Fair car (Note:  The City has granted permission in previous years.)

4.         Alberni District Fall Fair Association  (LP)

 

            Fax dated July 9, 2005 requesting permission to close City streets on the      

Fall Fair Parade route Saturday, September 10th and inviting the Mayor and Council to participate in the parade as well as the Logger Sports events on September 11th and say a few words on the City’s behalf.

           

That the request to close City streets along 10th Avenue from Burde Street to the Fair Grounds from 11:00 am to the conclusion of the parade on Saturday, September 10th, 2005, be received and Council concur with the request subject to the City’s stated road closure conditions and that all available Councillors participate in the event.

           

5.         Smart Growth BC  (HC)

 

Letter dated June 30, 2005 providing a copy of their 2004 annual report and requesting that Council provide support by becoming one of Smart Growth BC’s 1000 Friends of British Columbia.  (Note:  Report in Reading File.)     

 

6.         Correspondence regarding the Port Alberni Branch of the Vancouver Island Regional Library  (IP)

 

            a)         Richard Berg

 

Letter received July 18, 2005 urging Council to make sure the new library will be at Echo Centre.

 

            b)        Alberni Valley Library and Literacy Group

 

            Letter received from Robert Gunn, Acting Chair, Alberni Valley Library and Literacy Group urging Council to stay the course and build the new library at Echo Centre.

 

            c)         Marge Redford

 

            Letter dated July 20, 2005 expressing frustration regarding the library issue, noting a new library in south port is not in the 5 year plan and asking whether there are any studies or figures to show that the library in the downtown area would be successful.

            A letter dated July 20, 2005 enquiring as to why the residents on Pineo, Nicholas, Forrest and Beaver Creek have not been extended the same benefits and privileges as the First Nations complex off Beaver Creek with regard to street sweeping, lighting and road upgrades.  (City Engineer to provide verbal report.)

1.         Vancouver Island Regional Library

 

Letter dated July 8, 2005 providing a copy of their Long Term Facility Plan noting they are pleased to be working with City staff on the expansion of the Port Alberni Branch as well as a letter dated July 14, 2005 providing copies of the VIRL 2004 Annual Report.  (Note:  Report in Reading File.)

 

2.         Minister of Canadian Heritage and Minister responsible for Status of    Women         

 

Letter received July 15, 2005 inviting applications for the Cultural Capitals of Canada awards which recognize and support Canadian communities    

            that have a record of harnessing the benefits of arts and culture in community            

life.  (Deadline for 2007 awards is November 15, 2005 – Museum staff recommends this be considered for future years.)

 

3.         Municipal Finance Authority of British Columbia

 

Letter dated July 13, 2005 enclosing the City’s share of the MFA Interim Financing Program dividend in the amount of $28.06.      

 

4.         Ministry of Economic Development

 

Letter dated July 8, 2005 from Colin Hansen, Minister of Economic Development, responding to the Mayor’s letter (attached) and confirming that legislation will be developed to establish the North Island – Coast development initiative as part of the 2005/06 legislative agenda.

 

5.         Association of Vancouver Island and Coastal Communities

 

            Minutes of the 56th Annual Convention of the Association of Vancouver Island           

and Coastal Communities held April 1st – 3rd, 2005 in Courtenay.  (Note:  Minutes in Reading File.)

 

6.         District Parents Advisory Council

 

Copies of letters to Elections BC and Elections Canada from the District Parents Advisory Council for School District #70 requesting that local schools not be used as polling stations during elections.

 

 

7.         Canadian Association of Home and Property Inspectors (BC)

 

Letter dated July 7, 2005 thanking the City for providing a letter of support with respect to urging the BC Government to establish standards for the BC Home and Property Inspection Industry, expressing concerns regarding the content of the letter provided by the Deputy Minister of Community, Aboriginal and Women’s Services, and advising they will keep us informed of developments.

 

 

8.         City of Williams Lake

 

            Copy of a letter dated July 5, 2005 advising their Council has adopted a resolution in support of a public inquiry into the investigation of the Air India Bombings.

 

 

9.         City of Burlington

 

            Letter dated July 12, 2005 noting September is Big Brothers Big Sisters Month in Canada and encouraging communities to assist this organization in reaching its volunteer recruitment targets.

 

 

10.       Minister of International Cooperation

 

            Letter dated July 8, 2005 responding to the Mayor’s letter to Senator Jack Austin (letter attached) regarding the possibility of West Coast boat-building and shipyard industries providing their expertise and resources to assist the fishing industry affected by the Indian Ocean Tsunami disaster and advising that detailed proposals for reconstruction efforts are being developed and there may be collaboration with Port Alberni area boatbuilders and shipyards.  (Letter copied to local businesses.)

 

11.       Parks Canada

 

            Letter dated June 20, 2005 regarding Parks Canada’s proposal to increase user fees in order to rebuild and repair deteriorated visitor facilities in national parks and national historic sites and providing a copy of the new fee schedule.  (This information also available on their website at www. pc.gc.ca)

 

12.       Youthquest

 

            Letter dated July 7, 2005 thanking City Council for declaring Port Alberni’s Pride Day 2005.

 

13.       Ministry of Community Services and Minister Responsible for Seniors’ and Women’s Issues

 

A letter received July 20th, 2005 introducing Ida Chong as the current provincial minister responsible for local government noting that she looks forward to working with local government officials and staff.

 

 

14.       Dawn Morrow & Charles Burrell – McLean Mill

 

A letter dated July 14th, 2005 regarding a recent visit to McLean Mill with some visitors who so enjoyed their visit they will be bringing others and noting that the City should be proud of this facility and the interest it generates in people from out of town and requesting that congratulations be extended to the staff for a job well done.

 

15.       Letters re Tall Ships

 

a)         A card from Mary Bourns, Cobble Hill, congratulating the City of Port Alberni for the excellent showing of the Tall Ships recently, noting that the volunteers were so helpful.

 

b)        An email from Art and Linda Meyers noting the exceptional job done by all and thanking Port Alberni for giving them such a wonderful family day.

 

c)         A letter from Ann and Bob Bruce, Chemainus stating Port Alberni deserves accolades and a huge pat on the back for a job well done.

            City Engineer to provide a verbal report.

 

2.         City Manager – Alternative Library Sites

            (from July 11, 2005 Regular Meeting)

 

            A report dated July 19, 2005 responding to Council’s request that the City seriously look into uptown alternatives for the Library, providing background information, an analysis of the pro’s and con’s of the Echo location and an uptown location and recommending that staff be directed to continue with designs for library construction at Echo Centre.

A report from the Administrative Assistant dated July 19, 2005 noting that an  amendment of the Places of Public Worship Exemption Bylaw is required to fully exempt the Sri Sanatan Dharam Society property at 4332 Scott Street.

6.         Director of Finance – Early Retirement of Long Term Debt  (HC)

 

Report dated July 11, 2005 responding to a question from Councillor Lord concerning early repayment of long term debt, providing background information and options for consideration and recommending continued repayment of Bylaw 4280 – Issue 64 so as not to erode the Capital Reserve or Operating Surplus Funds.

 

That the report from the Director of Finance dated July 11, 2005 regarding Early Retirement of Long Term Debt, be received and Council concur with the recommendation to continue repayment of Bylaw 4280 – Issue 64 as scheduled to maturity date September 25, 2016.

 

 

7.         City Clerk – Bear Smart  (AL)

 

            Report dated July 15, 2005 regarding Council’s request for staff to investigate the     costs of undertaking a bear hazard assessment for the City. 

 

That Council concur with staff’s recommendation that the City continue to work with the Conservation Service and Maggie Paquet to develop a proposal for a bear hazard assessment for the City.

 

 

8.         Administrative Assistant – Assignment of Lease for The Blue Teapot – AHQ  (HC)

 

Report dated July 19, 2005 requesting Council’s consideration of the assignment of lease for Alberni Harbour Quay Unit #11.

 

That, under the authority of Section 8 of the Community Charter, the City of Port Alberni enter into an Assignment of Lease Agreement representing the request for Council to approve the assignment of lease of the teahouse and ice cream parlour business located at Unit #10 and 11 – 5440 Argyle Street (Alberni Harbour Quay) to Ms. Andrea Ventura Garcia.           

 

 

9.         Administrative Assistant – Request for a Boundary Extension (Dobie)  (AL)

 

            Report dated July 19, 2005 providing information regarding a request for a boundary extension from Dan and Daphne Dobie to incorporate Lot 7, Plan 2961 from the Regional District into the City.

 

That Council for the City of Port Alberni proceed with the process of considering the extension of municipal boundaries to incorporate Lot 7, Plan 2961 within the City of Port Alberni.

 

 

10.       City Engineer – McLean Mill Water

 

A report dated July 20, 2005 noting Beaver Creek Improvement District and the Cherry Creek Waterworks District have submitted proposals to supply potable water to the McLean Mill and recommending that the work be contracted to Cherry Creek Waterworks in the amount of $123,000 with the remaining funds in the $137,000 budget used to extend the water service from the property line to the Mill buildings.
