Anne Graboski in attendance to update Council on the Society's work in the community; provide information about a community-wide, free conference to address the concern that some children may be victims of sexual exploitation, on February 24 and 25, 2005, requesting a letter of support from the City and inviting Council and any interested staff to attend the conference, where a Community Action Team will be formed.

 

That Council for the City of Port Alberni write a letter of support for the Port Alberni Women's Resources Society's proposal for provincial funding for a community action team to address sexual exploitation of children and youth.

            Letter requesting that February 20 to 26, 2005 be proclaimed as "Kinsmen and Kinette Week - A celebration of Kinsmen and Kinettes" in Canada", February 20, 2005 as Kinsmen and Kinette Day in Port Alberni and the Mayor sign and seal the enclosed proclamation.

            Letter dated January 20, 2005 requesting that April be proclaimed as "National Parkinson's Awareness Month" and April 11, 2005 as World Parkinson Day in Port Alberni.

            That the letter dated January 29, 2005 requesting permission for the Tsunami Swim Club to conduct tag days on October 8 and 9, 2005 be received, and the request approved.

Letter dated January 10, 2005 advising that the McLean Historic Site (Barn and Rail Access) Licence with the City will be expiring April 30, 2005 and offering the City to renew.

 

That Council for the City of Port Alberni authorize the renewal of the Licence with Weyerhaeuser for the Barn and Rail access at McLean Mill Historic Site and the Mayor and Clerk be authorized to sign the documents.

 

4.         Evergreen Exhibitions Ltd.  (LP)

 

            Letter dated January 17, 2005 requesting permission to suspend a banner across 10th Avenue near Echo Center from April 25 to May 2, 2005 to promote the Annual Spring Home Show.  (Note:  The company carries $3 million dollars in liability insurance while the banner is up).

 

            That the letter from Evergreen Exhibitions Ltd. dated January 17, 2005 requesting permission to suspend a banner across 10th Avenue near Echo Centre from April 25 to May 2, 2005 to promote its annual Home and Leisure Show to be held at the Alberni Valley Multiplex, be received and the request approved.

 

5.         The Corporation of the City of North Vancouver  (HC)

 

            E-mail correspondence dated January 19, 2005 advising of their resolution sent to all BC municipalities regarding the possible loss of the film industry to BC and urging the provincial government to call an emergency meeting of the Legislature to deal with this issue.

 

6.         Alberni Valley Cruise Ship Society  (HC)

 

            Letter dated January 26, 2005 requesting the City contribute $10,000 toward its continued progress in establishing Port Alberni as a cruise ship destination.

 

            That the letter dated January 26, 2005 requesting the City's $10,000 contribution to promotion of Port Alberni as a cruise ship destination be received and the request approved.

 

7.         Canvas & Clay Productions Ltd.  (HC)

 

            Letter dated January 24, 2005 from Anne Pley advising that the newest edition of the Chamber of Commerce magazine "Valley of Opportunity" is now in circulation and asking if City Council would contribute funds toward this venture.  (Please see attached report dated February 8, 2005 from the City Manager).

 

            That the memo from the City Manager dated February 8, 2005 be received and Council for the City of Port Alberni approve $1,000  as a contribution in support of the magazine, "Valley of Opportunity".

 

8.         Association of Vancouver Island and Coastal Communities  (HC)

                                                           

            Memo dated January 24, 2005 enclosing registration forms and information for the upcoming AVICC Annual General Meeting to be held on April 1, 2 and 3, 2005 in Courtenay.  (Note:  Council is requested to confirm who will be attending).

 

            That Councillor(s) _________________________________________        attend the Association of Vancouver Island and Coastal Communities' Annual General Meeting to be held on April 1, 2 and 3, 2005 in Courtenay.

That Council for the City of Port Alberni endorse membership renewal in the Coastal Community Network for a cost of $2,661.45.

Letter dated February 4, 2005 enclosing "Bear Smart Community" information,  providing a News Release from the Ministry of Water, Land and Air Protection advising that the provincial government is providing grants to promote bear awareness and encouraging the City of Port Alberni to apply for a grant to become a "Bear Smart Community".

Letter dated February 4, 2005 replying to a letter from the Mayor requesting that the Government of Canada recognize the contribution of Chinese railway labourers in the construction of the Canadian Pacific Railway in British Columbia.

            Bylaw, No. 4575, 2004)"  (CS)

 

            That the letter dated January 19, 2005 from the Ministry of Community, Aboriginal and Women's Services (Deputy Inspector of Municipalities) advising that "Long Term Capital Borrowing (New Port Alberni RCMP Detachment) Bylaw, No. 4575, 2004)" is approved under the provisions of section 179 of the Community Charter, and may now be adopted, be received.

 

That  "Long Term Capital Borrowing (New Port Alberni RCMP Detachment) Bylaw, No. 4575, 2004)" be now finally adopted, signed by the Mayor and Clerk, sealed with the corporate seal and numbered 4575.

 

2.         "City of Port Alberni Sign Bylaw, No. 4578, 2005"  (LP)

 

That the memo from the City Planner dated February 8, 2005 recommending that "City of Port Alberni Sign Bylaw, No. 4578, 2005" be given first reading and referred to the Chamber of Commerce and the Advisory Planning Commission for comment, be received and the recommendation endorsed.

3.         City Planner - Advisory Planning Commission  (LP)

 

That the report of the Advisory Planning Commission Meeting held on January 27, 2005 providing the following 5 recommendations to Council  be received and the recommendations endorsed.  (Note:  City Planner's reports attached, but all other background provided in "Reading File").

 

1)  That City staff be directed to prepare an amendment to the Zoning Bylaw Map to rezone Lot A, District Lot 14, Alberni District, Plan VIP61333 from M1 - Light Industrial District to C1 - Local Commercial District.

 

2)  That City staff be directed to prepare a site specific amendment to the Zoning Bylaw to permit "Nightclubs" as a use on Lot "A", District Lot 14, Alberni District, Plan VIP61333.

 

(Please note:  it is the City Planner's recommendation that "nightclubs" not be added as a permitted use to the C1 - Local Commercial District).

 

3)  That City staff be directed to prepare an amendment to the Zoning Bylaw Map to rezone Lot 1, District Lot 21, Alberni District, Plan 16994 from C1 - Local Commercial District to C4 - Highway Commercial District.

 

4)  That City staff be directed to prepare a Text Amendment to the Zoning Bylaw to amend the C4 - Highway Commercial District to add "Repair" to the "Boat and Recreational Vehicle Sales" use.

 

5)  That City staff be directed to prepare an amendment to the Zoning Bylaw Map to rezone the portion of Lot B, District Lot 46, Alberni District, Plan VIP61093 from RM1 - Low Density Multiple Family Residential District to R1 - Single Family Residential District.

A memo from the City Clerk dated February 7, 2005 advising that the proposed lease has been advertised and Council may now enter the agreement.  Correspondence from a resident at 3774 Wallace Street opposed to the proposed parking lot attached.

 

That under the authority of Section 8 of the Community Charter,  Council for the City of Port Alberni intends to lease City owned land, legally described as that portion of Lot 10, Plan 18237, District Lot 45, Alberni Land District, adjacent to the northeast corner of the intersection of Wood Avenue and Wallace Street within the 3800 block of Wood Elementary School, under the terms and conditions of the agreement as circulated.

 

7.         City Manager - Local Government Infrastructure - Port Alberni Priorities

 

A memo from the City Manager dated February 8, 2005 attaching the package forwarded to the Ministry of Community, Aboriginal and Women's Services regarding the application for funding assistance for the China Creek Main Renewal and the Library Expansion.

 

8.         Fire Chief - Provincial Tsunami Preparedness Grant Application

 

A memo from the Fire Chief dated February 8, 2005 advising that the Province of British Columbia has announced funding to help coastal communities that are vulnerable to tsunamis.

 

That the City of Port Alberni endorse the application to the Province of BC for a $20,000 Tsunami Preparedness Grant for the purpose of upgrading radio frequency of the City’s current tsunami warning system, the installation of universal signage and the preparation of public information and training.

 

9.         Museum Director - Request for Early Approval for Project in 2005 Operating Budget

 

            A report from the Museum Director dated February 3, 2005 requesting Council's early approval for modifying the Museum's current workroom.

 

            That Council approve expenditures of $11,200 for the Museum Workroom Project in the 2005 Operating Budget.
